EICR Inspections are commonly referred to as Periodic Condition Reports, Electrical Safety Certificates, or Landlord Safety Certificates.
An EICR is conducted by an Electrician to ascertain whether your electrical installation is safe to remain in continued service.
The report consists of tests carried out on the fixed wiring, and accessories of an installation. This means the electrical accessories, such as lights and sockets, aswell as the circuits and wiring supplying power to these points.
Various elements of an installation may be coded with usually a C1, C2 or C3 attached to it. These will usually be highlighted against issues discovered by the inspector which need to be brought to the attention of the person ordering the report. C1 & C2 codings are unsatisfactory codings, and will fail a report. C3, wont necessary fail, but improvement is recommended.
The production of an EICR is to highlight the findings within the electrical installation to the person ordering the report. They are then advised on the steps required to bring the installation to a satisfactory standard.
The codings within an EICR are :
This is attached to the most severe observations within a report. This means there is a high risk of electric shock or fire if the issue is not resolved as soon as possible. A C1 observation will need to be addressed to the person ordering the report, or the property owner, straight away so that immediate remedial action can be taken.
C2 codings, while not as immediately dangerous as C1 codes, could quickly become a hazard in the future. C2 codes must be rectified in order for a report to pass its inspection.
There are often many C3 codes attachhed to EICR's, they don't fail an inspection. They mean that a part of the installation may be a deviation from the wiring regulations, but not necessarily be a risk or unsafe.
Improvement is recommended to bring the installation up to a higher standard. A C3 is similar to an MOT advisory. You don't need to get it fixed, but it is recommended you do.
This coding means that the inspector has identified an issue or a problem, but more time is needed to investigate it.

Recent Legislation changes (2021) in the Private Rental Sector, require that Landlords have a valid satisfactory EICR in place. These must be carried out every 5 years. Failure to comply with these requirements can result in a penalty of up to £30,000.
